The Crime Investigation Bureau (CIB)

The CIB is the agency in charge of the investigation of the March 19 incident. On March 23, taking what it referred to as an ``unprecedented'' step, the CIB circulated its forensic report internally, and disclosed details of the report to the press; see Chinatimes Express, March 23, page A4. On June 24, the CIB announced the results of its shooting experiment, with three valid shots for the lead bullet. The CIB Director Hou Youyi announced on March 22 that the CIB ``welcomes scrutiny by the Taiwanese society, as well as the international community, as long as the judicial power of the state is not infringed,''; see China Times, March 23, page A7. Taking up the offer from Director Hou, we now examine whether the CIB performed competently and professionally in its investigation of the March 19 incident.
