The CIB maintained that the Bureau put investigation of
the March 19 incident at the highest priority.
Yet it never pursued the
following evidence that may incriminate President Chen.
- The CIB did not investigate whether bullets can burn
skin or melt polyester fibers.
- The CIB did not investigate whether a 1 cm long bullet
can produce an 11 cm long and 1-2 cm deep graze wound.
- The CIB did not investigate whether a 1 cm long bullet
can produce a 2.4 cm long hole on Chen's shirt.
- The CIB did not investigate whether a round nosed bullet
can penetrate Chen's undershirt on exit without perforating Chen's
shirt made from weaker fabrics.
- The CIB chose to exclude, from its forensic report [CIB1],
the sizes of all bullet holes on Chen's clothing, as well as the
distance between the two bullet holes on Chen's T-shirt.
- The CIB did not investigate the consistency of the length
of Chen's wound (11 cm) and the distance between the two
bullet holes on Chen's T-shirt (9 cm).
