We will explore when a complete non-compact Riemannian surface has infinitely many geometrically distinct closed geodesics.  In particular, we will discuss a positive result of Bangert for metrics of finite volume on the plane, cylinder, and Mobius band.  We will review other related results on existence of closed geodesics in both the compact and non-compact case.
